La'Toya Hines

La’Toya Hines is a Norfolk native and a graduate of Norfolk Public Schools. She received their Bachelor of Social Work in 2000, a Master’s in Urban Education Guidance and Counseling in 2002, and a Master’s in Social Work in 2019, all from Norfolk State University. Currently, La’Toya Hines is enrolled in the Social Work PhD Program at Norfolk State University.
With a strong background in human services, La’Toya Hines possesses a broad range of counseling skills, particularly in counseling substance abuse clients. As a Licensed Clinical Social Worker, they provide outpatient services to adults facing both mental health and substance abuse issues. Additionally, as a Resident in Counseling, La’Toya Hines offers outpatient treatment services for youth who are sexual offenders.
Since 2020, La’Toya Hines has served as the Chapter President of the Hampton Roads Chapter of Black Social Workers, having previously fulfilled the last term of the former Vice President as Vice President. A member of the National Association of Black Social Workers (NABSW) since October 2018, La’Toya Hines has actively participated in both national and chapter committees.
In the spirit of Harambee, La’Toya Hines looks forward to serving on the Leadership Board and within the Association.
