The Social Development Committee shall develop volunteer services to community groups, agencies, and institutions in or-serving the Black community, and shall provide specialized actions and assistance to community groups, agencies, and organizations in legal, business and educational matters.  The Social Development Committee shall be responsible for studying national issues which affect the Black community, and make specific recommendations to the National Steering Committee as to what action the Association should take in regard to each issue. The-Committee will specifically address such problems as substance abuse, mental health, neighborhood services, health, aging, employment, redistribution of income, and Black United Funds.
